State: clean and refurbished.
Opening hours: 24h
Benches: wooden with armrests present.
Toilet: clean.
One night. I had a ticket for the next evening and the waiting-room-keeping lady did notice that but I played dumb turist not speaking any Russian and she left me alone. If you have a ticket for a night train or it departures in the morning you won't have any problems as it's a generally accepted custom in Ukraine and Russia that people spend the night at the train station waiting for their ride.
It's best to sleep on the floor as benches are extremaly uncomfortable (you have to sleep seated). There is police present at the station so it's quite safe. No bribes where asked.
You have to leave the waiting room around 6 am, when it's cleaned. It seems to be a pattern for all Ukrainian train stations.
There were some homeless people present, but they weren't a problem - they were after their own business.
