Hannover is OK to sleep. Perhaps the only big minus is the lack of proper seats or benches as you have only hard seats with armrests. There are some tricks to handle this situation, i.e. using the small tables at some of the ends or just pushing to rows of benches closer together. For that, use the benches on the first floor between terminal A and B (close to the shops) or at the arrival area of terminal C.
Staff won't bother you, if you don't cause any trouble. At least one shop and one self-service bar/restaurant is open 24 hours. The airport is always bright and busy as it handles flights 24 hours too. But it is also a more regional airport which handles less flights than its neighbours in Hamburg, Berlin or Frankfurt.
